In Corrupt UN Of Guterres UNESCO Pathetic Roadshow of DG Azoulay Failing in Morocco

UN GATE, April 2 –  From the corrupt UN of Antonio Guterres in New York, the whole UN system has been systematically corrupted, including UNESCO. 

Inner City Press, banned from the UN by Guterres, has reported exclusively on the appalling situation at UNESCO. Now this:

Second terms are always difficult and DG Azoulay is about to find out the hard way. The biggest blow came this month during her official visit to Morocco, when King Mohammed VI refused to meet with her despite all the pressure and efforts of her cabinet and her father, the King's senior advisor for economic affairs André Azoulay.

What is the point of having a father in the palace if he can't even get a meeting for his baby-daughter, is an obviously disturbing question for her.  Then Audrey Azoulay tried to meet with a princess who heads an influential foundation in Rabat, but this request was also rejected. All she got was a tough tête-à-tête with Foreign Minister Bourita - we've covered him on Western Sahara.

By dint of pounding the Moroccans in the secretariat, she ended up getting a slap on the wrist from the minister, who bluntly expressed his displeasure with her recent decisions regarding the Kingdom's affairs and representatives at UNESCO, including the appointment of a new director of the agency in the Rabat office. 

DG Azoulay's first and only choice for the job, the Italian Paolini, was simply turned down because she is suspected of fraud in her previous position in Doha. The Moroccan ambassador, Samir Addahre, was behind the decision against Paolini, and Azoulay explicitly asked that he not accompany her on her official visit. Curiously, and against all protocol rules, this request was granted by the Moroccan authorities and Samir Addahre spent a peaceful week in Paris instead of doing the job he is paid to do in Rabat by attending this official visit as all other ambassadors do on such occasions. 

The second major recent blow was the failed attempt by Azoulay's office to influence the elections for the presidency of the UNESCO Staff Union. On Friday, staff members elected Mary Mone to this important position.

Ms Mone is well known for her integrity and relentless opposition to the misdeeds of the Azoulay administration. Yet two Italians pushed by Azoulay succeeded to infiltrate the STU executive bureau, Davide Storti and Giovanni Scepi, in order to defend the DG's policies and work to minimize any potential strong criticism of the administration by the STU.   

 The third and most important setback for Azoulay concerns her efforts to extend her fellow Moroccan Latifa Taoufik in her current position of president of the Appeals Board. Next week, this will be one of the hottest debates in the executive board of the organization, as a Togolese candidate is recommended by the executive board bureau members to replace the Moroccan Taoufik, and all indications are that DG Azoulay will oppose this recommendation by any means possible.    

Finally, to everyone's surprise, Azoulay extended the ADG for Africa, Firmin Matoko, for another year, even though he is sick, tired, unmotivated, in short, the perfect embodiment of the ugly face of the Azoulay administration. Internal sources point out that this move is made in order to keep the ADG post for Azoulay's good friend, the Ethiopian ambassador Henok Teferra Shawl.   

 Another surprising extension concerns the retention of current cabinet director Nicolas Kassianides despite the fact that another Frenchman, appointed to the cabinet last year, Roland Husson, now assumes most of his duties. For years now, Inner City Press is exposing the financial and administrative transgressions perpetrated by Kassianides.

Fraud, abuse of power, even the promotion of his mistress, the long list of wrongdoings largely justifies his immediate sacking from the organization. Still, Audrey Azoulay never initiated any hostile move against him, even when Kassianides clearly became a political liability. 

This is where UNESCO is today, an agency where corruption, embezzlement, moral and sexual harassment, abuse of power and nepotism thrive.  We'll have more on this. Watch this site
