In Corrupt UN of Guterres Computer Hack Blamed by Whistleblower on Olivier Tom and Nick

UN GATE / SDNY COURT, Feb 4 – Today's UN under Antonio Guterres invites corruption, and refuses to answer questions about it. And so banned Inner City Press exclusively publishes this, about Guterres' UN:  "appointments in all key positions (budget, finance, procurement, policy, etc.) are based on friendship relation or affiliation to a clan, some of them without to meet elementary education or experience requirements such as the appointment of the Chief of finance and budget, Chief of Finance (a dubious roster which was appointed using a tricks), etc. Besides, the sexual exploitation / abuse, abusing of power, are everywhere in the United Nation system. An example is related to the recent cyber-attack of the UN's IT systems. This is an example when a group of non-professional people such as Thomas B (OICT | lack of IT knowledge and educations; only recommend by his wife), Nick D. (from furniture mover to cyber-security in one year) or Olivier D. (OICT | lack of IT knowledge and educations) are in charge to protect the United Nations assets and reputation. Also, the UMOJA system is very vulnerable.      

In light of the above, it is clear that the reform will not meet the target and is a loss of public money, which is affecting irremediable the UN’s reputation and it is easy to understand the trend of states/groups which ignored the UN's resolutions.       Department of Support budget after a deep financial analysis on the United Nations Department of Support budget, definitely there is a 32% extra money hidden in the existing budget for “dedicated” persons / companies , some budget lines are with 400% more than a normal budget, some of “black holes” are from years and cover some incompetence in delivery. Definitively, it is necessary to have a review of the budget by a qualified person. Besides that, there are some errors in the cash flow calculation; most probably the UN Secretary-General will reiterate this issue next year. In light of the above, it is evident that the UN/DOS can deliver more with the same budget and can contribute more to the United Nations goals. In addition, the absence of a performed internal controls for finance management (such as COSO), a lack of accountability and a policy of delegation make the situation more difficult. Moreover, some people are temporarily appointed or consultants who didn’t have enough skills and experience to manage a similar budget and without any interest to fight for the right budget, oriented on performance, accountability, and agility.  

The share of contracts is not fair for all nations. International Individual Contractor Agreement (IICA), Special Service Agreement (SSA) or similar this kind of contract allows a person to have a contract with the United Nations System, usually, there is no/limited accountability, and without to be under United Nations Justice System law. It looks like discrimination against the UN staff members. Usually, taxes are paid in a fiscal paradise instead of being paid “at source” or a place of residence. This is not in line with the United Nations spirit, and immoral. With similar organizations, this kind of contract can't be renewed for more than two years and "migration" to another position is not allowed. In the United Nations, there are a lot of IICA people who are assigned to an important position and are easily exploited by others. This kind of contract is used to hire friends, family members, etc. "  Like Guterres and his son Pedro...

Last month Inner City Press asked Guterres and his spokesman Stephane Dujarric, "January 8-2: On Nigeria and corruption, given the charges against Damilola Ogunbiyi, please immediately state why she has been allowed to start as a senior UN official as of January 1, and what role DSG Amina J. Mohammed played." 

The question was never answered, despite Dujarric's on camera promise that questions from Inner City Press which he banned amid its questions would be answered.

   Now Damilola Ogunbiyi has surfaced in the UN, tweeting photos of herself with Amina J. Mohammed, and the current President of the General Assembly Tijjani Muhammad-Bande  - the same PGA position brought three (actually, more) times in a row by Chinese businessmen and the state firm CEFC China Energy which Guterres covers up his links to.     Inner City Press raised this to Guterres' Melissa Fleming, whose MALU summarily denied Inner City Press' filing to cover the UN General Assembly like hundreds of state media - no answer. Today's UN is corrupt. But we will not cease. What this site.
