In UN Corrupted By Guterres, Bogus Term Limits Repeal Rejected In Union, Probe Urged

UN GATE, June 23, Exclusive – Elections are in full swing at the UN Staff Union in New York, just after the ghoulish one-man "re-election" of Antonio Guterres as Secretary General with at least seven opposition candidates blocked. A fish rots from the head. Now an update from banned Inner City Press:

On June 22, the Second Vice-President of the UN Staff Union in New York, Aitor Arauz Chapman, convened an emergency general meeting of staff in order to lift term limits that had disqualified his ticket from running in the upcoming elections. 

Despite many staff calling the meeting illegal for attempting to change the rules halfway through the elections and not achieving the required 300 signatures to hold the meeting, he, and union President Patricia Nemeth, went ahead with the meeting. However the proposal was rejected by staff. 

Upset that the union's members rejected their proposal, they have now called for a new EGM to revote the same issue, despite this not being allowed by the union's statutes. 

Team Guterres' darling, Patricia Nemeth, who recently got a prize from Guterres for being nice to him (while he retaliates against his critics, some violently), is currently running for the UN pension board. Will she call for a revote of those elections in case she does not succeed? 

Here is what a group of staff representatives have to say about the situation:

"THIS IS NOT WHAT DEMOCRACY LOOKS LIKE:  UNSU/NY THE SHAMELESS ABUSE OF AUTHORITY and LUST TO RETAIN POWER CONTINUES -- From: Yogesh Sakhardande  Sent: Wednesday, 23 June, 2021 8:15 AM 

The vote to change the Term limits FAILED in the illegally called Emergency General Meeting of 22 June 2021.(see chart below)   Now staff are expected to engage in another sham vote where the leadership continues its election rigging by conducting another illegal vote, as per Broadcast sent out late evening on 22 June 2021, see attached. it should be noted that the leadership affiliated with UNISERV and left CCISUA  unlawfully in exactly the same fashion  - by the Chair overturning  three FAILED VOTES in the Council. (case pending in Arbitration)

... This attempt to change the regulations now is a last ditched effort by the current leadership to retain power. As per Regulations 5.16, “A decision of the Emergency General Meeting shall not be reopened within a year from its adoption unless a two thirds majority of the members present and voting at a subsequent quorate Emergency or General meeting so decides.” Several staff members have requested an OIOS investigation and audit of this Emergency General meeting.

I urge you to file your own independent request to investigate violations of Article 101 of the UN Charter and Regulations 1.1 (d, e & f) UN Staff Rules constituted in “rigging of elections” prohibited in the duty station – New York. The Chair of the meeting stated he and "the Secretary will count the votes" and eliminate those that don't belong. The vote did not pass, see below.  There were a lot of discrepancies in the voting methodology. Before the vote, the Chair announced 610 staff present and voting, but the recorded votes were 901.

There was no possibility of transparency or oversight and the vote requested by email of 22nd June and it will be no more secure – the process is entirely fabricated. These actions by our leadership continue to cause reputational harm to the UNSU/NY and weakens our position in the Federations, in  Staff Management Consultations (SMC) and among staff-at-large.

The President should step down as she stated so many times in the Emergency General Meeting yesterday. Members of the Council have been expressing NO CONFIDENCE in this Leadership since April;   Our Union will not survive many more of these transgressions which are receiving negative note by staff in New York and around the world; and bad press in  the media for the United Nations itself. While we will be launching an investigation against this election rigging, please vote NO again to the Broadcast sent last night. Thank you.
