UN Staff Protested Ndiaye At OIOS Now She Ignores Complaint On Swanson Who Covers Up Guterres Censorship

UN GATE, Jan 29 – Antonio Guterres is killing the UN, including with his failure in Cameroon and elsewhere and his lawless censorship of Press, now at 575 days. He's put the UN in the Press Freedom Tracker, here. And so on 3 July 2019, this video. Now his own staff have protested his scam OIOS appointment, below.

   The day after being targeted and roughed up by Guterres' guard Ronald E. Dobbins and another unnamed, Inner City Press went to the NYPD's 17th Precinct with its torn shirt and damaged laptop to file a complaint. At first it was told, flatly, that the UN is entirely immune. Then once they heard the story, the NYPD took down a complaint. But the UN including its "investigator" Ben Swanson of OIOS, shown here, have done nothing about it.

Swanson confirmed receipt, as with Inner City Press' formal written complaint about Guterres' financial failure to disclose and conflict of interest in banning Inner City Press, no action: "From: Ben Swanson <swanson1@un.org> Date: Thu, Aug 9, 2018 at 1:34 AM Subject: Re: Informing OIOS of "REPORT OF PROHIBITED CONDUCT (HARASSMENT, ABUSE OF AUTHORITY) AND ‘FORMAL COMPLAINT’ SUBMITTED [ABOUT] SECRETARY GENERAL, MR ANTONIO GUTERRES, PURSUANT TO ST/SGB/2008/5" please confirm receipt and what OIOS does To: Matthew Lee @ Inner City Press Cc: FUNCA @ funca.info, Heidi Mendoza <mendozah@un.org>, Michelle Claudio <claudio@un.org>, Byung-Kun Min <min2@un.org>   Dear Mr Lee   Thank you for your email and attachments the contents of which have been noted and will be dealt with in accordance with our standard practices.    Ben Swanson  l  Director l  Investigations Division l Office of Internal Oversight Services  l  United Nations Headquarters New York l Office +1 212 963 0597 | Mobile +1 917 288 7459."

 Seventeen months and three weeks later - nothing. The UN is entirely corrupt.

  Now still banned Inner City Press publishes this which was sent to Mendoza's successor in October 2019: "Dear Ms. N'Diaye,  On 22 August 2018, following the findings of fact in UNDT judgement Nouinou (UNDT/2018/070) I submitted a third party complaint to the Secretary-General against Mr. Swanson and others for withholding evidence from the Tribunal, specifically by their failure to comply with UNDT Order No. 33 (NY/2017).

I have never disclosed the names of the staff members who asked me to submit that complaint and have no intention of doing so, but the Nouinou judgement is public. Anyone reading the judgement can therefore draw the reasonable conclusion that Mr. Swanson may have lied to the Tribunal about the explanations for the abolition of Ms. Nouinou's post and that the documents required by the Tribunal were not provided in order to conceal his mendacity. Quite apart from the aggravating factor of Mr. Swanson holding an acutely sensitive position in the Organisation, the failure to comply with UNDT Order No. 33 (NY/2017) was aggravated by your predecessor, Ms. Mendoza, also being complicit in Mr. Swanson's unethical and unprincipled treatment of Ms. Nouinou.

For that reason, reporting Mr. Swanson's misconduct to her was patently not an option and ASG David Kanja (who has demonstrated a consistent unwillingness to make any decision) has repeatedly failed to act on other complaints against him.  Withholding evidence from the Tribunal cannot be dismissed as a trivial matter – even if OIOS is accustomed to doing so as a matter of course. It is, however, a matter of concern to the judges of the Tribunal, as is evidenced in the Annual Report of the Internal Justice Council (A/74/169) dated 15 July 2019, and it is something that must be addressed. In Nouinou, the facts are made worse because the Tribunal had issued a specific Order, for delivery of information that is available to the General Assembly - and the Respondent still failed to produce it. Nevertheless, the Secretary-General failed to respond to this complaint within a reasonable period...

  I do not believe it is acceptable for any UN official, far less one in a such a sensitive post as Investigation Director, not to comply with an order of the Tribunal, nor do I believe this to be illustrative of upholding the highest standards of efficiency, competence and integrity as required under Staff Regulation 1.2(b)). To the best of my knowledge and belief therefore, absolutely no effort has been made to address this issue. The matter therefore falls to you, as the “responsible official” under ST/AI/2017/1 para 2.1(iv) to take the necessary action. Please note that I am not a Staff Member and the complaint I agreed to submit on 22 August 2018 was based entirely on information in the public domain.  I am therefore under no obligation to hold any of this confidential in any way, and am quite willing to share it with the press." Consider it done. We'll have more on this.
