Strong Arms UAE to Protect Mexican
Candidate

– UNESCO,
like the whole
UN system
under Antonio
Guterres was
been
falling apart
in corruption
and fraud.
Inner
City Press has
been reporting
on serious
malfeasance by
the French
Audrey Azoulay
administration
at UNESCO in
Paris, almost
as bad as
Antonio
Guterres'
corruption in
and of the UN
in New York. A
fish rots from
the head.
The
UNESCO corruption
series
is now130
stories
long. In
our article
about UNESCO
of March 24,
we wrote that
Mexico pushes
a dubious
candidate for
next DG (here).
Since then,
and as we
anticipated in
our article,
Mexican
candidate
Gabriela
Ramos, former
ADG for Social
and Human
Sciences, has
left the
Organization.
Despite
all this
exposure,
instead of
dropping out
of the race
for the next
DG of UNESCO,
to avoid a
disgraceful
situation for
herself and
her
government, DG
Azoulay and
candidate
Ramos both
choose to play
the denial
card. In
other words,
ambassadors
and
journalists
who ask
questions
about this are
told by
Azoulay’s
Cabinet that
there is no
misconduct and
no appalling
IOS report
against Ramos.
This is
not the first
time that DG
Azoulay has
covered up the
misdeeds of
her senior
managers, but
the question
here arises on
another level.
If the
seriousness of
the IOS report
is publicly
acknowledged,
it's the end
of Ramos'
candidacy.
The most
recent example
of how DG
Azoulay is
trying to
protect Ms.
Ramos despite
the
corroborating
and
incriminating
evidence
against her
occurred this
week.
In a
letter
addressed to
the
Chairperson of
UNESCO's
Executive
Board, Ms.
Vera El Khoury
Lacoeuilhe,
the Ambassador
of the United
Arab Emirates
expressed the
Arab Group's
concerns
regarding the
information
revealed by
Inner City
Press about
the IOS report
on Gabriela
Ramos.
In the
letter, on
behalf of the
Arab Group,
Mr. Ali Alhaj
Al Ali raised
two legitimate
queries:
The
question of
how the
Chairperson of
the Executive
Board will
deal with this
letter is a
pending issue.
The crux of
the political
matter lies
elsewhere.
Immediately
after
receiving a
copy of this
letter, DG
Azoulay, in
keeping with
her habit over
the past years
of
intimidating
ambassadors
with
interventions
by France or
by herself in
their
respective
capitals,
contacted the
authorities in
the United
Arab Emirates
to complain
about the
signing of
this letter by
their
ambassador.
As a
result, the
ambassador
came under
heavy pressure
from his
capital.
Unable to
attack the
Arab Group as
a whole, DG
Azoulay
spinelessly
attacked the
Group's Chair,
who merely
communicates
the Group's
views and not
necessarily
his own
position.
In
the same vein,
DG Azoulay,
unable to
attack the
Executive
Board as a
whole,
regularly
attempts to
undermine or
defame the
Chair of the
Board.
All
electoral
games are
built on dirty
tricks, but
tricks don't
work every
time. Gabriel
Ramos'
enormous
handicap as a
horrible
personnel
manager, as
described in
the IOS
report,
disqualifies
her from the
outset. The
same goes for
Congo's
candidate,
Frimin Matoko,
who yesterday
looked old and
tired in the
interview.
We'll be

developments
in the
electoral
process at
UNESCO, a UN
agency that is
a breeding
ground for
corruption,
embezzlement,
abuse of power
and nepotism.
