example is again from ITU,
International
Telecommunication Union, whose
whistleblowers have, like
others, reached out to banned
Inner City Press:

The Council Chair
(Mr. Sauvage) and the IMAC
Chair (Mr. Ndoko) stand
accused of employing outside
consultants—one is Canvass,
led by the controversial Dr.
Harjit—through
non-competitive, opaque
contracts. According to the
complaint, this arrangement
effectively shut down various
harassment inquiries involving
Ms. Bogdan-Martin.
Furthermore, Dr. Harjit’s
qualifications are called into
question, with references to a
purported “doctorate” from an
alleged diploma mill. A
Pattern of Cover-Ups
Whistleblowers claim that
legitimate grievances—like the
“April anonymous complaint”
and the WIPO case (ILOAT
4516)—were summarily dismissed
as “unfounded” or
“unsubstantiated,” even when
tangible evidence supposedly
existed. The formal letter
describes a concerted effort
to conceal misconduct and
paint Ms. Bogdan-Martin as
blameless.
The
whistleblowers demand:
Immediate Access to
Investigative Reports Full,
unredacted copies of the April
complaint and the WIPO
investigation—so that neither
victims nor the Council is
left in the dark. Transparent
Disclosure to Victims Ensuring
that whistleblowers are not
stonewalled or retaliated
against, and that they receive
every piece of information
relevant to their cases.
Assessment of Potential
Misconduct An urgent review
and finding by Council under
ITU Staff Regulation IX.1 to
determine if Ms. Bogdan-Martin
indeed engaged in misconduct
in relation to the April
anonymous complaint and WIPO
investigation, and whether she
orchestrated or permitted
these cover-ups. External
Independent Review A
high-level inquiry, akin to
those led by top legal minds
(like a Canadian Supreme Court
Justices), to meticulously
examine claims of procurement
fraud, nepotistic “preferred
vendor” arrangements, and the
role of Ms. Bogdan-Martin’s
close allies (the Legal
Advisor, Chief Administration
and Finance, Chief HR) in
suppressing evidence. Formal
Agenda Item for CWG-FHR The
whistleblowers insist these
issues be tackled head-on at
the forthcoming meeting in
February 2025, to ensure the
global community can hold the
ITU to its own rules.
