whistleblowers have, like
others, reached out to banned

The financial
abuses uncovered are nothing
short of staggering:
Misappropriation
of Satellite Revenue:
Bogdan-Martin is accused of
diverting revenues from
satellite network
filings-money that should
bolster the ITU’s
revenue-generating
operations-to fund her inner
circle. This includes
channeling funds to bolster
departments such as Gender,
Transformation, Oversight,
Legal, and HR, rather than
supporting the core mission of
connecting the
unconnected.
Dubious Budget
Practices: At the 19 February
Council Working Group,
Bogdan-Martin thanked Member
States for their “trust” while
claiming that the ITU had
become “more transparent and
accountable.” However,
insiders reveal that extra
funds-an additional 5 million
CHF misclassified as “deferred
revenue”-are being used to
create a false fiscal crisis.
This contrived shortfall
pressures Member States to
increase contributions, all
while funds are misdirected to
serve Bogdan-Martin’s
cronies.
The New Building
Project Fiasco: The ambitious
New Building Project, hailed
as a symbol of transformation,
has already wasted at least 25
million CHF due to gross
mismanagement and repeated
re-scoping. This project,
which should have been a
flagship achievement, now
stands as a monument to
incompetence...
