example is again from ITU,
International
Telecommunication Union, whose
whistleblowers have, like
others, reached out to banned

Mr
Stephen Bereaux was reportedly paid a
staggering CHF 300,000 annual salary from
ITU’s VSP - a package designed to reduce
staff numbers and realign the organization.
Yet Bereaux was never separated. Instead, he
clung to ITU employment and was quietly
inserted into the 2026-2027 regular budget
without Council approval. Council
records reveal that the D2 post Bereaux
currently occupies was never green-lit by
Member States. It was previously frozen to
create two D1 posts: Chief of HR and Chief
of Finance. Bereaux, with no background in
either HR or finance, was handpicked by
Bogdan-Martin and transferred from BDT to
the General Secretariat in a shady,
non-competitive appointment. His job?
Oversee HR, finance, and transformation -
effectively consolidating power under the
SG’s inner circle.
During the Council Working Group on Finance
and Human Resources (CWG-FHR) in February
2025, Bereaux misrepresented critical
financial data, including After Service
Health Insurance (ASHI) requirements and
ILOAT penalties. When China questioned the
legality of his D2 role, SG Bogdan-Martin
shut down the discussion and tasked another
crony, Ms Maria Traficanti - herself named
in a 2013 UNRWA harassment judgment - to
whitewash the issue
