In Corrupt UN WIPO of Tang Whistleblowers Complain Again Now of Official Inebriation

UN GATE, June 29  – How corrupt is the UN system under Antonio Guterres? Well, the day before Guterres was set amid Gaza, bombings and hostages to party down with Sharon Stone and the UN Correspondents Association at Casa Cipriani, WIPO in Geneva did the same. (A year later on December 13, 2024, the same sale of Guterres was repeated. The World Intellectual Property Organization under Director General Daren Tang threw a lavish party on December 14, 2023, Inner City Press far-flung whistleblowing sources told it, and it exclusively reported.

On December 18, a complaint was filed with Tang, citing Inner City Press' exclusive report: "Dear Director General Daren Tang, We write to you as WIPO whistleblowers.... See article in the media https://www.innercitypress.com/ungate1wipoicp121523.html"

 Now this: "Death Matthew Russell Lee: "On 29 June 2025, WIPO whistleblowers and concerned current and former staff submitted a second complaint against WIPO Deputy Director General Hasan Kleib for misconduct—specifically, being drunk and inebriated while on duty.  Following the first complaint, certain management actions were reportedly taken by WIPO Director General Daren Tang to address Mr. Kleib’s conduct.  Dear IOD,  On 14 May 2024, IOD closed a complaint filed by WIPO whistleblowers and concerned current and former staff against Deputy Director General Hasan Kleib for alleged conduct unbecoming of a UN official and apparent breaches of the International Code of Conduct for International Civil Servants, as well as WIPO Staff Regulations and Rules.  The complaint related to Mr. Kleib’s apparent drunkenness (i.e., inebriation through alcohol consumption) while on duty at WIPO and his apparent misuse of alcohol on WIPO premises. His inebriation appeared to manifest in abusive behaviour towards WIPO staff, including frequent and aggressive shouting, inexplicable bouts of anger, and conduct that may amount to harassment, as well as signs of impaired judgement and erratic decision-making.  In its notice of closure, IOD indicated that, “based on the nature of the allegations and noting that there were no identifiable victims of the alleged behavior,” the matter had been referred internally for managerial action. IOD further stated that it “had now received confirmation that appropriate action has been undertaken to address the allegations.” 

However, since that time, Mr. Kleib’s conduct has continued to raise serious concerns. Over the past several months, he has appeared at the office noticeably inebriated and with a strong smell of alcohol on his breath. His behaviour has continued to include reduced inhibitions and abusive conduct, such as frequent and aggressive shouting at staff and unpredictable outbursts of anger. Several staff members have reported feeling humiliated and degraded by his actions, and have expressed fear regarding potential future incidents. Staff in the Regional and National Development Sector report growing concern about a deteriorating work environment. This situation has also resulted in a critical lack of leadership and effective management at the top of one of WIPO’s externally-facing Sectors, with other senior staff informally filling the vacuum — a dynamic that presents structural risks to the Organisation’s operations and the integrity of its Program of Work. 

We are also concerned that Mr. Kleib may be using teleworking arrangements to conceal the extent of his apparent alcohol misuse, thereby circumventing visibility by colleagues. This may constitute an abuse of the teleworking provisions set out in Annex 2 of the WIPO Human Resources Manual, which emphasises the duty to preserve a secure, professional, and productive work environment.  We urge IOD to investigate this situation without delay, as it affects the wellbeing of numerous WIPO staff and may pose risks to the Organisation’s operations.  Request for Mr. Kleib’s suspension from duty pending an independent investigation

If substantiated, the conduct of Deputy Director General Hasan Kleib may violate the Code of Conduct for the International Civil Service and constitute serious misconduct under WIPO Staff Regulations and Rules. Consistent with the relevant provisions of WIPO’s Investigation Policy and Staff Rules, we respectfully request that IOD recommend his suspension from duty pending the outcome of an independent investigation, on the following grounds:

 1. To protect vulnerable WIPO staff from Mr. Kleib’s apparent abusive conduct, including frequent aggressive shouting and unpredictable bouts of anger, which may amount to harassment;

 2. To protect WIPO’s resources and Programme of Work and Budget from the effects of impaired judgement and erratic decision-making;  3. To preserve potential evidence (e.g., alcohol on premises) and protect WIPO staff from possible retaliation.
