Oct 24 – How corrupt is the UN
system under Antonio Guterres?
Today we turn again to UNIDO:
"Dear Matthew
Lee, We are writing to
urgently bring to your
attention serious concerns
regarding the mismanagement
and potential misappropriation
of European Union funds
allocated to the United
Nations Industrial Development
Organization (UNIDO).
Our efforts reporting Ygor
Scarcia internally to UNIDO
Human Resources and the
Internal Oversight Directorate
have gone in vain. So:
MOGADISHU,
Somalia — Ygor Scarcia, a
UNIDO official, is accused by
staff of devising an elaborate
scheme to siphon off $1.6
million in UNIDO funds
entrusted by the European
Union. Scarcia earns
approximately $20,000 monthly
at UNIDO, but reportedly
misappropriates $6,000 from
European funds each month by
submitting false invoices for
a hotel in Mogadishu that he
rarely uses, bribing hotel
staff $1,000 to cook the
records. And now this, added
without comment:
"This follows up.
I personally saw this fascist
tattoo on Scarcia... he struts
around with impunity, shielded
by senior managers. Today we
deliver darkest report on
UNIDO. Scarcia has Decima
Flottiglia MAS—a.k.a. X MAS—
tattooed on his arm. We have
received firsthand accounts
from numerous UN staff in
Somalia and Europe offices who
reported having seen this
tattoo on Scarcia's arm. By
the time this report reaches
the public, Scarcia may
attempt to laser-remove his
tattoo, but the scars will
remain
not only in
UNIDO, on Scarcia, but
throughout the UN system,
UNCTAD to ITU to South Sudan,
Guterres has presided over
corruption and censored to try
to conceal it.
We aim to have
more on this, since UN
Spokespeople while taking
public funds refuse to answer
Inner City Press' written
questions.
