WIPO Cover Up By French Ambassador Complained Of Again By Whistleblower

UN GATE, Sept 20  – The UN World Intellectual Property Organization, whose work on North Korea's cyanide patents and retaliation Inner City Press has reported on, is still at it. It is consistent with the Xi-ification of the UN system under UNSG Antonio Guterres, who to hide his links to UN briber CEFC China Energy had Inner City Press roughed up for asking, and banned from the UN now 810 days.

Inner City Press previously reported that "WIPO CIO and whistleblower Wei LEI has been summarily dismissed by WIPO Director General Francis Gurry. This has been years in the making, ever since Wei Lei testified against Gurry in an OIOS investigation," see below.

  On September 20, amid evidence that the French Ambassador hearing up the WIPO Coordination Committee is covering up for Guterres' fellow retaliator Gurry before he leaves on September 30, this follow up: "Dear Ambassador François Rivasseau, Thank you for your prompt response on September 15 to my earlier letter concerning: • The investigation initiated by the Chairs of WIPO General Assemblies (GA) and Coordination Committee (CoCo) against WIPO Director General Mr. Francis Gurry in response to my complaint of retaliation; • Conclusion of the investigation that substantiated my complaint, according to the PBC document (WO/PBC/31/4) and the statements made by Mr. Singh, the Director of Internal Oversight Division, at the PBC... submit to the Coordination Committee, taking account of written advice provided by the IAOC, a recommendation with detailed reasoning to close the case or to initiate a disciplinary procedure; and • (e) convene the Coordination Committee within two months of the recommendation to decide whether to close the case or initiate and conduct a disciplinary procedure. WIPO Regulation 10.2 (Disciplinary Proceedings against the Director General) ...Where an investigation substantiates allegations of misconduct against the Director General, the Coordination Committee is the competent authority to institute disciplinary proceedings by issuing a charge letter, to receive the response to the charge letter, and to recommend a disciplinary measure, if any, for 1 On 18 October 2019, the New Wood Staff Union of the United Nations wrote to you and brought to your attention my complaint together with other cases that clearly showed a patten of abuse of power by Mr. Gurry and his Administration.  application by the General Assembly. The Coordination Committee has the authority to decide on the timeframe for the submission of the response to the charge letter and for the issuance of its recommendation to the General Assembly. The Coordination Committee is also the competent authority to decide on a temporary suspension from duty, if any. In all other respects, the general principles for the disciplinary process in WIPO shall apply, mutatis mutandis, to the Director General, as appropriate." ... While I appreciate that your term as the CoCo Chair may be coming to an end, there is nothing preventing your good office from requesting the investigation report again from Mr. Singh, transmitting it to your successor, and notifying the CoCo Member States. It is also your responsibility to request an investigation on the apparent misplacement of the investigation report to determine whether this is the result of an innocent administrative oversight or another deliberate cover-up. In any event, France remains a member of the CoCo.  Sincerely yours, W. Lei." We'll have more on this.

The wider UN of  Guterres has banned Inner City Press from entering its campus since 3 July 2018, claiming that its Lieutenant Ronald Dobbins targeted ouster of Inner City Press from a speech by Secretary General Antonio Guterres on June 22 then from a meeting about his budget on July 3 (video via here) were "altercations." Next this ban was extended  beyond the UN campus to the Pierre Hotel on Fifth Avenue, for a July 10 press conference by the UN affiliated but ostensibly independent WIPO which as Inner City Press has previously reported helped North Korea with its cyanide patents and retaliated against it staff and media. Inner City Press was e-mailed an invitation on July 2, 2018 and replied with an RSVP to cover it. Marshall Hoffman of WIPO's public relations firm Hoffman PR wrote back, "Thanks. We will see at the press conference."

After that, Guterres spokesman Farhan Haq was asked why Inner City Press is banned and said it is pending a review of two "altercations" - both of which were improper and unilateral ousters of Inner City Press by UN Security's Dobbins and officers, four of whom refused to give their names.

Soon, there was this follow up e-mail from WIPO's flak Marshall Hoffman: "Dear Matthew, It has come to my attention that your accreditation to the UN has been suspended pending an investigation into an incident. Given the suspension, I regret you will not be able to attend the WIPO press conference."

Now the UN has gone so far as to put Inner City Press on a "banned from UN" list it does not make public; Guterres' security nearly got Park East Synagogue security to oust Inner City Press from Guterres' October 31, 2018 speech... on tolerance. This is today's UN: the ban must be reversed.
